Remove old coating first?

Question

I have a 2001 Shasta 5th wheel, purchased used last year.  Has a rubber roof that is still intact but old and trying to crack. Possibly appears to have been previously coated. Also leaves dig marks when walked on in hot weather.  My question is whether I can clean and coat over this surface or if it needs to be removed first.

No need it can go over most surfaces with the exception of silicone thank you
