Can this be used for dog agility equipment?

I realize it isnt granulated. But if I could run a texturized roller across on a second coat, would it work?   I also know I'd need primer.    The rules say it has to be coated with a "non-skid surface". Lots of people just put sand in floor paint  and use plywood..   I'm thinking this might hit a nice intermediate price point  solution for a lot of people.
